One thought: IW has it's own cabinet inside the building right? The cabinet outside (somewhere) for IW will just be a pass through? So the fibre needs to run into the building, it could be that is already there (built in 2008), or maybe it isn't. The pass through cabinet will also likely need the fibre ran to it if not already - so that's the same boat. Unless it has fibre, and is just awaiting activation at the exchange. Who knows?

No, BT typically don't run fibre to new builds except in rare and well publicised cases.

Yep, it's ironic that they then have to return and do the fibre. Large scale, corporate, expensive irony.
